DOZENS OF POWER PLANTS HAVE COME ONSTREAM UNDER JOKOWI

The newest data released by the Ministry of Energy and Mineral Resources in June shows that a total of 34 power plants of various types with a combined capacity of 2,609 MW located in various parts of country have come onstream.

Most of the power plants that have come onstream are not part of the 35,000 MW projects, but the 7,000 MW projects, which were planned during the previous Susilo Bambang Yudhoyono-Boediono administration but were only realized during the Jokowi-Yusuf Kalla administration. Of the 2,609 MW capacities that have come onstream, 2459 MW are part of the 7,000 MW projects. Only 223 MW are part of the 35,000 MW projects.

The ministry data further says that a total of 2,548 MW capacities of the 7,000 MW project were in commissioning stage as of April of this year, while another 3,012 MW were under construction. That means a total of 5,560 MW new capacities from the 7,000 MW projects will come onstream this year and next year. Forty five percent of the 7,000 MW projects belong to IPPs, and the rest are owned by PLN.

With regards the 35,000 MW  projects, according to the ministry's data, only 223 MW or 0.6 percent have come onstream. A total of 3,762 MW or 10.6 percent of the total are now in construction stage, while a total of 10,941 MW or 30.8 percent have signed contracts (Power Purchasing Agreements or PPA in case the projects belong to IPP and Engineering Procurement Construction of EPC in case the projects belong to PLN) and are now in the process of financial close. The remaining 20,605 MW or 55 percent of the total are either in procurement or planning stages.

Thus, the total capacities that have signed PPA under the 35,000 MW program as of April 2017 are 14,927 MW or around 42 percent of the total projects. Of the total 35,531 MW capacities to be built under the 35,000 MW program, around 25,000 MW or 70 percent are projects to be developed by IPPs, the rest by PLN.

The ministry said in the report that there are 37 projects owned by IPP with a combined capacity of 15,533 MW expected to sign PPA through the end of this year. Also, there are several projects owned by PLN with a combined capacity of 3,754 MW which are expected to sign EPC contracts in the same time frame. If realized, that means almost all of the projects under the 35,000 MW program would already have signed contracts - either PPA or EPC contract - by the end of this year.
