Surabaya City Government asked to build a bus-based mass transportation
(bus rapid transit / BRT) in addition to building a rail-based transport modes
such as trams.
Semarang Univeristy lecturer Djoko Setijowarno said Surabaya City Government would not be able to overcome congestion that occurs if only relying on rail-based transport modes.
"Train [tram] only to tackle congestion is not possible. In addition to the tram, building also bus," he said.
He added that the rail-based transport modes can be used by the government on the main road, while the bus was used to reach a residential area in Surabaya.
The bus transportation modes, he added, can be used as a feeder transport mode of trams transport.
