The private company can carry out the development of oil
refineries in the country. It is listed in the Minister of Energy and Mineral
Resources No. 35 Year 2016 concerning the Implementation of Oil Refinery
Development in the Country By Private Enterprises. These rules are set in order
to realize energy security, ensure the availability of fuel oil and reduce
dependence on imported fuel oil. Implementation of the oil refinery developmnet
by private entities can be done by providing facilities of incentives fiscal
and non fiscal in accordance with the provisions of the legislation, there is/or
integrate petrochemical production. Private entities that carry out the oil
refinery developmnet obliged to submit regular reports to the Director General
of Oil and Gas every 3 months or at any time if necessary.
